In response to the best advice of business, government, and civic leaders in the Commonwealth, KCTCS has identified three system-level, statewide initiatives for the Fulfilling the Promise Campaign that will greatly enhance our capacity to meet the needs of Kentucky.
Funds contributed to the Fulfilling the Promise Campaign for system-level, statewide initiatives will benefit all KCTCS colleges and all regions of Kentucky. Additionally, each of the KCTCS colleges will raise funds locally as part of the Fulfilling the Promise Campaign to address the most important needs of their respective communities. The collective investment will have a tremendous impact on the Commonwealth for years to come.
THE STUDENT SUCCESS FUND | $5.0 million current; $5.0 million endowmentStudents are our No. 1 priority. Through the Student Success Fund, KCTCS will expand access, enhance seamless pathways to move through the educational system, and contribute to the development of tomorrow's business, civic, and governmental leaders for Kentucky's communities. We will expand access to academic and leadership organizations and promote service learning, entrepreneurism, and work-based learning throughout the curriculum.

KCTCS will offer loans and scholarships for students planning to transfer to four-year institutions in high-priority workforce areas and for students enrolling in KCTCS diploma and degree programs with high workforce need and limited enrollment. KCTCS will also offer special purpose scholarships for students with unique needs that cannot be met with traditional sources of financial aid.
KCTCS will expand access to assessment of prior learning; customized program planning and student advising services, particularly for on-line students; career exploration model for undecided students; and job-shadowing opportunities.
KCTCS will develop and deliver programs and services to high-risk, underserved target groups, including minorities, single parents, veterans, low income, and migrant workers. KCTCS will coordinate a comprehensive series of remedial/development education services for the adult basic education student; establish a process for dual enrollment in Adult Basic Education and KCTCS; and increase on-line developmental courses, including English as a Second Language (ESL).
THE NEW ECONOMY FUND | $10.0 million current; $5.0 million endowmentWith a focus on meeting the needs of business and industry, the New Economy Fund will enable KCTCS to integrate core manufacturing skill standards and lean concepts into secondary, postsecondary and training consortia programs. KCTCS will expand job profiling, assessment, and targeted instruction throughout the Commonwealth to align an individual's skills with workplace requirements.

KCTCS will coordinate a network of physical, virtual, and mobile centers on KCTCS campuses throughout the state to offer training, to provide distance-learning courses, and to expand curricular offerings in the state's highly diverse urban and rural settings. Centers of excellence will be created to align KCTCS courses and programs with specific training needs of business and industry, enhance co-op and internship opportunities between
KCTCS institutions and employers, develop new applications of technology for improved instructional delivery, and disseminate exemplary materials and teaching strategies to other educational institutions.
We will increase the use of information technology in all courses, including web enhancement, distance learning, and additional technology courses, certificates, and degrees; increase the use of laser/fiber optic systems and wireless communications systems for classrooms; upgrade computer facilities providing high-speed Internet access; and implement the latest computer-based learning curriculum.
KCTCS will create programs and equipment to meet the needs of new and emerging occupations and new technologies. And KCTCS will respond with new programs and services to help business and industry capitalize on the opportunities created by the commercialization of university research and development.

To remain flexible and responsive to the needs of Kentucky, KCTCS will create an unrestricted endowment to pursue new opportunities with innovation and creativity. Permanently invested funds will generate annual income that will be directed to special projects and initiatives for which budgeted funds are not available. All great institutions of higher education rely on support from unrestricted endowment. KCTCS is no different.
