Historically, the Vietnamese education has been notably top-down. Access to higher education has been determined—and limited—by a standardized entrance examination. Traditionally, students scoring high have attended major nationally supported universities. However, in this country where 65% of its 80 million residents are under the age of 26, these public universities have been unable to admit as many students as would attend.

Since the fall of 1975, the country has been unable to meet the demand of higher education…Vietnam is a country that needs draftpeople, not architects. This is a country that has come to understand the connection between national economy and the development of human resources. Currently a small number of community colleges, cao dang, exist.
